뉴욕 주 온타리오 카운티에서 태어났다. 뉴욕의 일간지 〈브루클린 이글Brooklyn Eagle〉의 편집자 출신으로, 미국을 비롯한 전 세계 식물 관련 설화와 전설을 소개한 《식물 이야기 사전Myths and Legend of Flowers, Trees, Fruits, And Plants》 등 여러 저서를 남겼다. 스키너는 역사가 짧은 탓에 양적으로도 많지 않고 체계도 잡히지 않은 미국의 전설들을 하나의 체계로 통합하고자 노력했다. 또한 원예를 통한 도시 환경 미화에도 힘썼다. 지은 책으로 《우리 경계 너머의 신화와 전설Myths and Legends Beyond Our Borders》, 《도시 정원의 자연Nature in a City Yard》, 《도로 위의 꽃들Flowers in the Pave》, 《작은 정원Little Gardens》 등이 있다.
