本所於2010年開始進行一為期三年（民國99年～101年）的研究計畫，發展高速公路收費站、公路隧道及公路坡度路段之容量分析方法。本計畫為第一年期工作，其目的為：(1) 發展一改良的高速公路收費站容量分析工具，並用於修訂改2001年臺灣地區公路容量手冊之第八章；(2) 探討國道1號高速公路三義坡度路段之車流，以提出未來對於公路坡度路段之研究方針。為了到這些目的，本計畫執行以下工作：(1) 蒐集國道1號、國道3號及國道5號等高速公路之大、小型收費站的車流型態、收費孔道之容量及收費車道之使用特性；(2) 利用現場資料微調與校估收費站模擬 (Toll Plaza Simulation, TPS) 模式；(3) 利用本所之耗油與空氣污染實驗資料建立估計模式；(4) 發展與改良分析收費站容量之方法論；(5) 修訂2001年公路容量手冊之第八章；(6) 修訂TPS使用者手冊；(7) 蒐集三義坡度路段之自由旅行速率資料並用於校估與驗證大車速率模擬(Truck Speed Simulation, TSS) 模式；及(8) 利用高公局之偵測器資料分析三義坡度路段之流率與速率關係，並提出對於未來研究坡度路段之方針。本年期的計畫所發展之模擬軟體 (TPS-v2.exe及TSS-v1.exe) 將放置在本所之網頁，可免費下載。本報告說明了第一年期工作之各項研究成果，並提出下列4項指標來衡量公車設施之運作：(1)平均服務車距，(2)準點到站可靠性，(3)公車乘客平均佔用面積，(4)平均路段停等延滯，(5)平均旅行速率。
