"One big barrier to the development of private outdoor recreation facilities has been the capital investment needed for land. One way to get around this barrier is by leasing the land. As part of its research efforts to help private woodland owners benefit from the recreation potential on their land, the U.S. Forest Service has made a study of land leasing for recreational purposes in Indiana, Kentucky, and Ohio.
