However, many segments of Andorian society are protesting this controversial new approach, and more radical sects are beginning to make their displeasure known by any means available. In response, President Nanietta Bacco has sent the Enterprise crew and a team of diplomats and scientists to Andor to convene a summit, in the hope of demonstrating that the Federation's pledge to helping Andor is sincere.

But the Typhon Pact is watching, and their interests may very well lead the Andorian people down an even more treacherous path...

This entire story - and, indeed, the whole Andorian fertility crisis plotline - would've worked much better if it weren't a species prominently featured in the TV series. You know full bloody well they won't go extinct and that the consequences of the book's events won't last, because status quo is god when it comes to things in the show proper. That just robs the entire story of all its impact, which is a shame because it was actually pretty good otherwise.
