Die beiden obengenannten Hauptaufgaben gilt es in erster Linie mit Hilfe friedlicher Mittel zu sichern (z.B. durch wirtschaftliche Sanktionen); ist dies nicht (mehr) möglich, können aber auch militärische Mittel zum Einsatz kommen. Im vorliegenden Essay wird die Frage aufgegriffen, wie der UN-Sicherheitsrat seine „Schutzverantwortung“ (R2P) wahrnimmt und ob humanitäre Interventionen des Security Councils generell zu befürworten sind.
