The Politics of National Security

The evolution of the national security state in the United States can be traced from the political, military, and economic dimensions of American power in the postwar world. In Raskin's view, the United States emerged from the Second World War with tremendously increased prestige and material power, and American leadership created a national security apparatus as a planning instrument to ensure national stability, to mute class conflicts, and to secure the domestic economy. This state then became the basis around the world for covert and overt imperialism.

The consensus that developed served to maintain stability at home and to guide the modern empire abroad. This development required a state that was orderly and that was predicated on modern bureaucracy, which operated within the values and assumptions of the ruling elites.

The national security state system was successful primarily in the economic sphere, with bipartisan foreign-policy decision making aimed at ensuring a stable business climate at home and abroad. Military involvement in Indochina evidenced the decline of American hegemony; the genocidal nature of the arms race and the questions raised by protestors of the sixties signaled the break up of the national security consensus.

Raskin concludes the book with an examination of alternative directions, especially regarding the need and the possibilities for renewed public debate of national policy and purpose.

Japan's Re-emergence as a 'Normal' Military Power

Is Japan re-emerging as a normal, or even a great, military power in regional and global security affairs? This Adelphi Paper assesses the overall trajectory of Japan’s security policy over the last decade, and the impact of a changing Japanese military posture on the stability of East Asia.

The paper examines Japan’s evolving security debate, set against the background of a shifting international environment and domestic policymaking system; the status of Japan’s national military capabilities and constitutional prohibitions; post-Cold War developments in the US Japan alliance; and Japan’s role in multilateral regional security dialogue, UN PKO, and US-led coalitions of the willing. It concludes that Japan is undoubtedly moving along the trajectory of becoming a more assertive military power, and that this trend has been accelerated post-9/11. Japan is unlikely, though, to channel its military power through greatly different frameworks than at present. Japan will opt for the enhanced, and probably inextricable, integration of its military capabilities into the US Japan alliance, rather than pursuing options for greater autonomy or multilateralism. Japan’s strengthened role as the defensive shield for the offensive sword of US power projection will only serve to bolster US military hegemony in East Asia and globally.

Strategy and Defence Planning: Meeting the Challenge of Uncertainty explores and examines why and how security communities prepare purposefully for their future defence. The author explains that defence planning is the product of interplay among political process, historical experience, and the logic of strategy. The theory of strategy best reveals both the nature and the working of defence planning. Political 'ends', strategic 'ways', and military 'means' all fed by reigning, if not always recognized, assumptions, organize the subject well with a template that can serve any time, place, and circumstance. The book is designed to help understanding of what can appear to be a forbiddingly complex as well as technical subject. A good part of the problem for officials charged with defence planning duties is expressed in the second part of the book's title. The real difficulty, which rarely is admitted by those tasked with defence planning duty, is that defence planning can only be guesswork. But, because defence preparation is always expensive, not untypically is politically unpopular, yet obviously can be supremely important, claims to knowledge about the truly unknowable persist. In truth, we cannot do defence planning competently, because our ignorance of the future precludes understanding of what our society will be shown by future events to need. The challenge faced by the author was to identify ways in which our problems with the inability to know the future in any detail in advance-the laws of nature, in other words-may best be met and mitigated. Professor Gray argues that our understanding of human nature, of politics, and of strategic history, does allow us to make prudent choices in defence planning that hopefully will prove 'good enough'.

The Conflicts in Yemen and U.S. National Security

"The political situation within Yemen has catapulted to the top tier of U.S. national security concerns over the last several years as it has become more directly linked to both the problem of international terrorism and the need for future stability in the Arabian Peninsula. On the terrorism front, the December 25, 2009, attempted bombing of a U.S. passenger aircraft in Detroit, Michigan, by an individual trained by Yemeni terrorists was a particularly clear warning to the United States about the dangers of neglecting this geopolitically important country. Yet, this near catastrophe also underscored the need for a careful consideration of U.S. policies regarding Yemen. This requirement may be especially clear when one considers the chain of events that might have been set off had there been a successful terrorist strike in Detroit in which hundreds of Americans were killed. Apart from the human cost of such a tragedy, the U.S. leadership would have been under enormous pressure to respond in a way consistent with the level of public outrage associated with the event. Public pressure might well have existed for military intervention in Yemen with U.S. ground combat troops. Such an intervention is something that the present work insists would infuriate virtually the entire Yemeni population, regardless of the objective merits of the U.S. case for the offensive use of U.S. ground combat forces. In approaching this analysis, Dr. W. Andrew Terrill quotes then Central Command Commander General David Petraeus in an April 2009 statement that the al-Qaeda threat across the Middle East is weakening except in Yemen. In Yemen, the threat still seems to be growing well over a year following this prescient observation. Additionally, while the terrorism threat alone requires an intensive U.S. interest in Yemen, it is not the only reason why an understanding of current Yemeni issues is important for the U.S. national interest. An intermittent insurgency by Zaydi rebels in northern Yemen and an expanding secessionist movement in southern Yemen are also serious problems which may have important implications for the wider Arabian Peninsula. Unfortunately, while these problems are straightforward, their solutions are not. Dr. Terrill also points out how deeply distrustful most Yemenis are of any foreign military presence on their soil and how quickly clerical leadership in Yemen will characterize any U.S. bases in Yemen as colonialism, which the population is required to resist by their religion. The U.S. challenge is therefore to help Yemen destroy al-Qaeda without deploying large numbers of U.S. troops in that country, while encouraging a peaceful and lasting resolution of the government's problems with the northern Zaydi tribesmen and the 'Southern Movement,' which calls for an independent state in the south. All important U.S. policies on Yemen will have to be coordinated with Saudi Arabia, which is Yemen's largest aid donor and plays a major role in Yemen's politics. The Strategic Studies Institute is pleased to offer this monograph as a contribution to the national security debate on this important subject as our nation continues to grapple with a variety of problems associated with the future of the Middle East and the ongoing struggle against al-Qaeda.
