本研究計畫為交通部96、97年「交通建設計畫經濟效益評估作業之研究」以及98年度「行車成本調查分析與交通建設計畫經濟效益評估之推廣應用(1/2)」之延續。本期主要進行公路車輛行車成本調查、經濟效益評估相關參數檢討與確立、外加效益之交通建設運輸次類別效益探討等工作，並精進交通建設經濟效益評估軟體。 本研究首先以98年行車成本試行調查結果為基礎，進行問卷調查修正，及大規模行車成本調查作業，蒐集行車成本調查資料並提出行車成本參數建議值與後續更新機制。其次，利用時間價值參數、肇事成本參數、空氣污染參數、二氧化碳參數之相關產出調整交通建設經濟效益評估軟體的架構及內含參數。其中，空氣污染與二氧化碳排放參數亦根據環保署「台灣地區空氣污染排放清冊」所建立的資料庫及主計處「綠色國民所得帳」之計算方式來訂定參數值及損害成本。此外，本研究亦就於傳統分析架構外加效益議題，提出實務可行的處理模式與評估準則。最後提出依據各相關機關意見檢討修改後之作業手冊與軟體，便利各界使用。
