本書的研究重點是漢代地方權力集中到中央的過程，以及國家權力如何滲透至基層社會的每一個領域；目的在探討漢代國家的政治控制力──兩漢四百多年，如何維繫大帝國的運作，在於國家控制力量的強弱。作者選擇由地方豪族大姓、社會精英士大夫輻輳至中央架構之內的角度切入，以說明國家的控制。而書中討論的問題，如漢代豪族的地域分佈和社會影響、漢帝國控制地方社群和人的途徑、漢代的宗族聚居等，都是漢代歷史研究中的重要問題。 作者有意識地運用文獻及考古材料二重證據法去討論和分析問題。而本書的一大特色，是所依據的史料，有很大一批是最近數十年出土的漢代簡牘。這些材料提供了地方層次的真實訊息，突破了過往治史只依靠傳世典籍的局限。
