電子票證營運業者除悠遊卡公司外，其餘營運量均未能達規模經濟，故後續的系統維運、擴充與票證系統間的整合將是各票證公司嚴峻的課題。 ?了使各票證公司能夠達成足以維持正常營運的交易量，「一卡通用、多卡相容」一直都是交通部之政策目標，故政府與民間必須合作以營造一個利於票證整合與相關技術發展的基礎環境。 本期研究將對一機多卡交易所衍生之商業技術的問題提出相關方案之初步建議；同時對中國大陸邏輯加密卡升級為CPU卡之因應策略進行探討。
