Die Studie beschäftigt sich mit dem Schutzmaßnahmemechanismus (Safeguard) im internationalen Warenhandelsrecht. Systematisch werden die Schutzklauseln im WTO-, EG- und ASEAN-Recht kritisiert, um die Durchsetzbarkeit der GATT-Schutzklauseln zu untersuchen, die regionalen Schutzklauseln nach dem EG- und ASEAN-Recht miteinander zu vergleichen und deren GATT/WTO-Konformität zu prüfen. Vor dem Hintergrund des Spannungsverhältnisses mit der Liberalisierung des Warenhandels wird die Reform der geltenden WTO-Schutzklauseln diskutiert.
