Dentro de su vasta y dilatada obra, Benito Arias Montano dedicó, en su madurez, dos voluminosos tratados a exponer sus ideas políticas. En el De optimo imperio (1583) siguiendo la tradición renacentista de adoctrinar al príncipe terrenal, pone como modelo de buen gobierno a Josué, hábil caudillo militar en la batalla y gobernante prudente en tiempos de paz. En su comentario adopta su habitual método filológico de exégesis bíblica, comentando, versículo a versículo, el Libro de Josué. Esta obra se complementa con el tratado De varia republica (1592), donde, comentando el libro de los Jueces, diserta sobre los diferentes tipos de estado.
