Wolfgang recruits a colleague to assist in the investigation of a potential government conspiracy; Rufus steps up his game in the heroin business; and Lily discovers she’s a coveted asset.

Wolfgang and Norman trace the steps of an attempted terrorist attack and the events that followed; Rufus settles into his new position, unaware he’s being watched; and tensions build on the set of Mei Mei’s film.

Wolfgang looks into the home life of the alleged terrorist, while Norman gets closer to an important witness; old debts come to plague Rufus; and Al surveils the movements of his rival and his asset.

Sproule makes Al an enticing offer that involves Lily; Rufus attempts to back Andre off of his couriers, but gets cornered into a bad deal; and Wolfgang finds his cover threatened.

Wolfgang uncovers a key player in the stadium attack, and divulges troubling information to Sproule; to prevent a street war, Rufus works damage control; and Lily fears she’s been found out.

Details from the day of the bombing come to light, connecting a sinister player to the event; with his promotion on the line, Sproule devises a plan to maintain control; and Rufus harbours a fugitive.

Wolfgang starts to connect the dots in their investigation, but Norman’s concern for Sonya takes precedence; Rufus’ latest scheme has the right people taking notice; and Sproule puts his plan into motion.

Angered by the course of events, Norman chases down people of interest; Mei Mei meets with an unwelcome visitor; and Al finds himself in a favourable, but precarious position.

Wolfgang spies on the attendees of a private conference; Al gets a glimpse behind the curtain; and Norman acts as guinea pig for an unorthodox test.

Wolfgang is courted by Global Standard while Norman plots to bring the investigation to a close; and as Mei Mei's movie falls apart, Rufus hears a pitch from Jimmy Wah.
