It's a bit fiddly to get the settings right, but it does show surface veins decently well. It's not the same as a medical vein finder, but it definitely highlights the surface veins enough and helps you see how they are mapped out.

Interesting app that works as advertised. A few small quirks like the flashlight not found warning (but still turning on), but it works well once optimized in good lighting.
