The Renovation, Repair and Painting rule asks the certified firm to keep documentation showing lead-safe work practices were followed, and to keep it for three years after the job. That paperwork gets produced in a respirator, with dusty hands, and it is the part that does not get done. When a complaint arrives eighteen months later, the missing file is the problem.
CLEANING VERIFICATION, CAPTURED ONCE
Photograph the cleaning verification cloth beside the card in one frame, in the same light, room by room. You record what you decided. The app never grades the photo and never decides pass or fail, because that comparison is the certified renovator's own visual judgement.
The app follows the procedure in the rule. A visual inspection first, then a wet cloth held against the card. If the cloth is darker, re-clean and wipe again with a fresh wet cloth. If that second cloth is also darker, re-clean, then wait one hour or until the surface is dry, whichever is longer, before the dry cloth wipe that ends the procedure. Floors and countertops over 40 square feet split into sections that are verified separately. Exterior surfaces are verified by visual inspection, with no cloth comparison, so the app does not ask for one.
DOES THE RULE EVEN APPLY
The app asks the questions a renovator can answer and stores the answers alongside the outcome, so the file shows the reasoning and not just the conclusion: the year built, the property type, the painted surface disturbed inside and outside, window replacement, demolition, prohibited practices, and whether components have been determined lead-free. Painted surface disturbed in the same room in the previous 30 days is added in, because the rule aggregates it when working out the minor repair and maintenance exception. An emergency renovation is never treated as simply out of scope: it keeps the cleaning, cleaning verification and recordkeeping requirements.
PRE-RENOVATION EDUCATION
Capture the owner's signature on the phone, or photograph the certificate of mailing. The app flags a delivery dated more than 60 days before the work starts, and a certificate of mailing obtained less than 7 days before it starts.
THE JOB FILE
One PDF holding the applicability answers and the outcome, the education records, the work practice notes and photos, the waste handling note, and every cleaning verification attempt with its photos. Three year retention is tracked per job, and nothing is ever deleted automatically.
