About this app
Offline PDF Toolkit does everyday PDF jobs on your phone, and only on your phone. There is no upload, no sign-in and no server — because there is no server.

MERGE PDFS
Pick two or more files, put them in the order you want with the up and down buttons, and save one combined PDF.
SPLIT OR EXTRACT PAGES
Type a range like 1-3, 7 and keep just those pages. Or split the file every N pages, or into single pages.
ORGANIZE PAGES
See every page as a thumbnail. Move a page earlier or later, rotate it, or delete it, then save the result as a new file.
IMAGES TO PDF
Turn photos of receipts, notes or forms into a PDF. JPG and PNG pictures each become a page, at their own shape or fitted to A4 or Letter.
PASSWORD PROTECT OR REMOVE
Add AES-256 encryption to a copy, or remove a password you already know. The app never tries to guess, crack or bypass a password it was not given.

Pro is a one-time unlock, not a subscription. You buy it once and it stays. The price for your country is shown on the unlock screen before you pay, and the five tools above stay free whether you buy it or not.
EXPORT PAGES AS IMAGES (PRO)
Save a PDF's pages as picture files — PNG if you want them lossless, JPEG if you want them small — at screen quality (150 dpi) or print quality (300 dpi). Pick the folder they go into.
COMPRESS (PRO)
Make a PDF smaller by recompressing the pictures inside it, at a Smaller or a Balanced setting. It tells you the old size, the new size and how many images it actually recompressed, and you choose whether to save the smaller copy. A file it cannot usefully shrink is left alone and says so, rather than writing you a copy that saves nothing.
BATCH (PRO)
Apply one change to as many as 50 PDFs in a single run: turn every page, add a password, or remove a password you know. Every file is checked first and the ones that cannot take the change are listed rather than silently skipped. Each result is a new file.
WHY OFFLINE MATTERS
Most PDF tools upload your file to be processed somewhere else. Contracts, payslips, medical letters and ID scans are exactly the documents you would rather not put on another company's machine. Every tool here runs on the device, so the document never travels.
The app asks for no storage permission at all. It cannot browse your files. It only ever sees the one file you choose in the Android file picker, or a file you share to it from another app.
Your original is never modified. Every tool writes a new document and leaves the file you picked exactly as it was.
WHAT IT DOES NOT DO
It does not convert PDF to Word or Excel — that needs a server.
Extracting pages into a new file keeps the page content, but bookmarks, form fields and attachments do not come along. The app tells you before you save if the file you picked contains any of them.
Any change to a signed PDF invalidates its signature, as it does in any PDF editor. The app warns you first.
It does not claim PDF/A conformance.
Compress works on the pictures inside a PDF. A document that is mostly text, or whose pictures are stored in a form this app will not touch, can come back the same size — you are told what happened instead of being handed a copy that saved nothing.
NO ADS, NO SUBSCRIPTION, NO ACCOUNT
The app is free to install and shows no advertising, and it does not collect an advertising ID. The only thing there is to buy is the one-time Pro unlock.
It does send crash reports and basic usage counts — which tool was opened, whether it finished, and whether you saw or completed the Pro purchase — so faults can be found and fixed. These never include your files, their names or their contents, and you can switch them off in the About screen.
