本所於民國101-102年辦理「先進公共運輸系統整合資料庫加值應用與示範計畫」，研發出「先進公共運輸系統整合資料庫加值應用系統」，另於民國102-103年辦理「國家區域公共運輸服務指標調查示範計畫」，研發出「公共運輸系統區域發展指標評估系統」，前者主要提供路線評估指標衡量公車服務缺口，後者主要提供區域評估指標衡量當地公共運輸發展程度，二者功能不相同但應用時具有相互輔助之效，且系統所需軟硬體設備及資料庫內容相近，因此本計畫將兩個公共運輸縫隙掃描決策支援系統整合在共通平臺中，以增進系統使用之便利性、節省設備購置與系統維運經費。 本系統可協助公路主管機關以客觀評量方式快速暸解某個地區之公車服務缺口及運輸資源配置調整可能帶來的影響，克服過去因相關資訊不足只能仰賴經驗法則所導致的管理盲點，使公共運輸服務供給更符合民眾所需。本計畫同時成立輔導團隊，協助公路總局及14個縣市政府使用本系統進行實際案例分析，並蒐集使用者意見，調整系統功能或介面，落實研發成果之應用，藉以提升公路主管機關妥善配置運輸服務資源之行政作業能力。
