中国从“接入”互联网的第一天起，就成为推进互联网全球普及与应用、积极参与网络空间国际治理的重要力量，其中不仅有理念的输出，更有实践的推进，二者相辅相承，共同构成中国参与网络空间国际治理的路线图。尤其是随着互联网技术与应用“双刃剑”作用的日益显现，当前网络空间治理在追求“发展”与“安全”的平衡过程中，不得不将治理重心更多地向网络安全治理倾斜。在此过程中，中国全方位、多渠道地参与了相关治理进程，与国际社会各方一道共同探索有效治理的路径与方案，共同致力于“和平、安全、开放、合作、有序”的网络空间建设。

In China and Cybersecurity, the authors summarize China’s efforts to work with other countries in promoting the reform of the international cyberspace governance system with a view to establishing a safe, open, and cooperative cyberspace, and building a multilateral, democratic, and transparent framework for global Internet management. The book also covers China’s involvement in the formulation of related international regulations, hosting the World Internet Conference, and raising the awareness of cybersecurity among Chinese netizens.
