半導體技術及工程的創新在產業發展上扮演著至關重要的角色，為半導體產業發展的關鍵驅動力之一，半導體關鍵技術的發展過程牽涉政府、學術界、產業鏈上的各方，形成複雜的研發生態系統。而為強化本土半導體產業能量、掌握未來關鍵技術，眾多半導體產業主要國家紛紛於其半導體產業政策中推出強化研發生態系的策略及政策工具，如研發抵減、環境建構、基礎設施及國際合作等方式。因應近年來半導體產業趨勢及技術發展，我國也陸續提出相關政策方案及科研計畫，但尚未提出整體研發生態系推動措施。因此本研究希望以美、歐、日半導體研發生態系推動策略為案例，以期為我國半導體策略布局提供相關建議。本研究將先概述整體半導體產業的研發趨勢與挑戰，了解研發生態系對半導體技術及產業發展的重要性。第二部分將檢視半導體主要國家研發生態系策略布局，探討區域研發生態系的發展與現況，最後分析我國半導體產業的現況及政策布局，提出小結與相應的建議。
