查理士．J．佩勒林 (Charles J. Pellerin)╱畢業於卓克索大學（Drexel University）以及美國天主教大學（Catholic University of America），之後在科羅拉多州立大學波德校區（University of Colorado at Boulder）取得天文物理學博士，並在該校商學院擔任領導學教授。佩勒林曾任美國太空總署天文物理部主任，負責有史以來規模最大的科學研究計畫之一，年度預算高達7億5,000萬美元。除了參與十數次的人造衛星發射之外，他還曾在1990年哈伯太空望遠鏡升空後，發現有一片瑕疵鏡片時，帶領團隊成功加以修復。佩勒林曾任美國太空總署助理副署長（美國政府事務官最高層級），還曾兩度獲太空總署頒發「傑出領導獎章」（Outstanding Leadership Medals），在太空總署史上只有不到50人（包括太空人在內）獲獎。佩勒林離開太空總署後轉任教職，隨後創設領導顧問公司。
