為促進公共運輸發展，同時結合花蓮好山好水之在地特色，使在地之居民及國內外觀光客均能有效利用低碳綠能之公共運輸系統，本研究提出低碳運輸系統建置計畫，在電動公車示範計畫部分，本研究提出2條新闢路線方案，包括「花蓮火車站-東大門夜市-慈濟醫院-花蓮火車站後站(經中山路)」路線及「東華大學圖書館-花蓮石雕博物館(經門諾)」路線，可提供花蓮縣政府做為向相關單位申請補助之參據。在公共自行車部分，建議花蓮縣政府在規劃公共自行車建置之際，應注意O-BIKE在花蓮地區投放車輛後所造成之問題，選擇適合花蓮地區之公共自行車系統。
