本研究之目的主要是希望透過專利分析，歸納全球專利技術強國之研發能量，規劃的主題包括專利趨勢分析、優勢技術分析、專利影響力分析、技術合作與技術組合分析等，以提供政府進行專利研發之策略參考。研究結果發現我國在美獲准專利具有不錯的表現，其專利的生產效率可被其他國家參考，尤其在半導體技術領域上，其研發活動能量超越其他國家。而在國際合作上，我國專利跨國技術合作的比例仍然偏低，最主要的合作發明國家為中國與美國。以長期的發展而言，探索各國的技術發展現況是重要的，而透過專利資訊衡量競爭情報，是一種實用且可行的方法。也因此本文利用專利計量學方法，透過USPTO與EPO以深入了解主要競爭國家在各技術領域上的發展趨勢，並提供客觀的評估機制。
