本書重點在於警察行政法與行政罰法關係之探討，敘述警察行政法發展與變遷、警察強制，除規定行政執行法中，警察職權行使法也作重複規定；一般行政調查手段，若干屬於警察協助調查之情形。憲法法院大法官解釋（判決）內容，因不了解警察法規性質與內涵，作出與現實狀況不符之解釋（判決）。

警械使用條例雖已經修正，本書對警械使用提出若干問題，仍具參考價值。

防疫措施雖非警察業務，卻一直是警察之工作，尤其警察取締口罩與處罰之事宜，警察協助主管機關調查與處罰；對行政罰法之實踐評析，並分析行政罰法肥大症以及責罪不相當原則。
