本報告主要針對軌道運輸安全之策進制度進行研究，內容包括案例分析、現行軌道運輸安全制度(緊急狀況處理流程及時機、公路客運接駁之實際處理流程及配套措施、受傷旅客救護處理流程)之檢討、軌道運輸安全策進策略、策進方案之研析等事項之說明。最後本研究提出建立良好的安全監理制度、臺鐵局在列車誤點時應啟動自我檢查機制、發生工安事故時鐵工局與臺鐵局應即時啟動統一指揮機制、宜持續與路外汽車客運業者簽定旅客接駁開口合約等改善建議，以便作為日後提升軌道運輸安全之策進制度作業參考。
