政策執行是政府公共管理活動的中心環節，是實現政策目標最直接、最重要、最經常的政治活動，是從根本上解決政策問題和實現政策方案的決定性因素。隨著人類社會政策實踐經驗的不斷累積和政策科學研究的漸趨成熟，從二十世紀六、七十年代開始，以美國為代表的西方國家政策研究學者愈來愈重視對政策執行問題的探討，尤其是美國約翰遜政府所發起的“偉大社會”改革政策項目的落空迫使人們對政策執行研究的高度關注。在我國，學者們積極借鑒與吸收西方對政策科學研究的理論成果，並對當代中國改革開放等黨和國家重大政策制定及其執行過程中所存在的問題進行了卓有成效的探究。但人們往往是從政策執行資源、環境、手段、動力、阻力、執行偏差等角度進行分析，而對政策執行過程中可能存在利益、制度、文化等方面的矛盾與衝突問題的深層次剖析尚未引起足夠的重視。
