그동안 일제강점기 공업정책연구는 전면적인 물자동원 등의 논지로 공업정책이 가지는 수탈적이고 기만한 성격을 밝히는데 집중하였다. 하지만 1980년대부터 시장구조와 매커니즘을 이해하지 않은 채 정책만능론 위에서 '수탈과 동원' 일변도의 해석을 일삼는 연구만으로 식민지 공업 실상을 제대로 파악할 수 있는지 의문을 표하는 연구경향이 나타났다. 이에 이 책에서는 시기별 총독보의 '공업정책'을 일련의 정책구상과 입안과정, 실행내용, 추진전략 등으로 구분하여 그것이 가지는 역사적 위상을 분별하고, 그 속에서 조선공업의 실상을 지역별, 업봉별로 확인하였다. 이를 통해 실제로는 본토의 지시에 순응하여 조선인의 희생과 내핍에 기반한 물자 염출에 몰두함으로써 조선인의 피폐는 물론이고 해방 후 조선경제의 재건에 있어 총독부 공업정책의 진상을 명확히 보여주고자 한다.
