Die 2002 verabschiedete EU-Vermittler-Richtlinie soll zu einem Mehr an Transparenz und Verbraucherschutz führen. Bis spätestens Januar 2005 hätte die Richtlinie in nationales Recht umgesetzt werden müssen, derzeit ist immer noch unklar, wann in der Deutschland strengere Vorschriften für Vermittler geschaffen werden. Die Richtlinie sieht u.a. vor: Eintragung aller Versicherungsvermittler in ein Register, Dokumentation von Beratungen, Begründung von Empfehlungen sowie Besitz einer Berufshaftpflicht-Versicherung.
