Development administration is based on two important concepts—administration of development and administrative development. It involves modernization of administrative structure, capabilities of personnel, and attitudinal and behavioural changes among the administrators. S.A. Palekar, Ph.D., is Professor and Chairman, Department of Studies and Research in Political Science, Gulbarga University, Karnataka. He has been teaching Indian Administration at the postgraduate level for the last fifteen years. Professor Palekar has published books and articles on different aspects of Political Science. He has presented research papers at many national and international conferences.
