Alan Allenby lives with his mother in sight of Prybyl Penitentiary, a coastal fortress housing the most incorrigible criminals, including the notorious anarchist chemist Septimus Six. Alan stumbles across an attempt to spring Six, and is carried off with the chemist to ensure his silence. He awakens in the palatial New York hideout of the Chaplain, a master criminal who controls his band with opium, and who wants Six to perfect his formula for synthetic morphine. Warned by Six's daughter, also under the thumb of the cleric of crime, secret agent Yorke Norroy must develop a plan to discover the hideout and keep the formula out of the hands of the Chaplain.
