In vielen Städten und Gemeinden finden sich Initiativen zur Lokalen Agenda 21. Fast alle haben Schwierigkeiten, eine breite Bürgerbeteiligung zu erreichen. In dieser Studie wurden mehrere Initiativen in Berlin zwei Jahre lang begleitet. Mit Hilfe der Leitbildanalyse wurde die Kommunikations- und Organisationsstruktur der unterschiedlichen Initiativen und das Interesse der Bürger an Partizipation erfasst. Zudem wurden ihre Kenntnisse über die Lokale Agenda 21 erhoben. Die Ergebnisse der Studie münden in Empfehlungen über die Organisation und Kommunikation in Lokale Agenda 21-Initiativen.
