Paul Guyer es ingeniero civil registrado, ingeniero mecánico, ingeniero de protección contra incendios y arquitecto con 35 años de experiencia diseñando edificios e infraestructura relacionada. Durante 9 años adicionales fue asesor principal del personal de la Legislatura de California en asuntos de infraestructura y gastos de capital.
