About the author

Jeffrey Amell is the strategy and marketing officer for CIGNA. His primary focus is on the government and education sector, including state and local government, education, and higher education markets. He has been in the financial services sector for over 10 years and previously ran the Group Retiree Medical business at The Hartford. Prior to that, his professional experience included vice president of marketing for Diageo in the United Kingdom and brand manager of Jose Cuervo tequila in the United States; he was also in brand management at Procter & Gamble in their food/beverage division. Mr. Amell holds a chemical engineering degree from Clarkson University and a master’s of business administration from the University of Chicago.

Ron Carlee has served as ICMA’s chief operating officer and executive in residence. Prior to joining ICMA in 2009, he had held several positions in Arlington, Virginia, including county manager, director of health and human services, director of parks and recreation, and director of information services. Prior to that, he was assistant to the mayor in Birmingham, Alabama. Dr. Carlee is on the faculty of the Trachtenberg School of Public Policy and Public Administration at the George Washington University, and he is a Fellow in the National Academy for Public Administration. He holds a bachelor’s degree from the University of Montevallo, a master’s degree from the University of Alabama, and doctorate in public administration from George Mason University. Carlee currently serves as the city manager of Charlotte, North Carolina.


Elizabeth K. Kellar is the president/CEO of the Center for State and Local Government Excellence. She speaks and writes on a variety of issues, including ethics, workforce challenges, retirement and health plans, and intergovernmental relations. She is a Fellow in the National Academy of Public Administration (NAPA) and has served as chair for NAPA’s Standing Panel on the Federal System. She also serves as ICMA’s deputy executive director, overseeing public policy and representing the association at White House and congressional meetings. She serves on the advisory council of the American University School of Public Affairs and has completed two terms on the Montgomery County (Maryland) Ethics Commission, serving as the chair for three years. Her publications include Managing with Less: A Book of Readings; Ethical Insight, Ethical Action; and Ethos. Prior to joining ICMA, she was responsible for community relations for the city of Sunnyvale, California. She has a master’s degree in journalism and political science from Ohio State University.
