Die Schwerpunkte liegen hierbei auf Rücknahmeverpflichtungen, Verwertungsgeboten und dem diskutierten, allerdings nie verabschiedeten Abfallabgabengesetz. Durch die konsequente Berücksichtigung des Material-Bilanz-Ansatzes wird deutlich, daß Verwertung nur dann Vermeidung ist, wenn Primärstoffe ersetzt werden. Anderenfalls führt Verwertung nur zu einer zeitlichen Verschiebung der Deponierung.
