About the author
• Dr. M. K. Chng is Senior Lecturer at the Department of Economics and Statistics, National University of Singapore. After graduating from Trinity College, University of Cambridge, in 1968, he worked for a short period at the Ministry of Finance, Singapore, before returning to Trinity College for futher studies as a research scholar. He received his doctorate from the University of Cambridge in 1975 and joined the University of Singapore.
• Ryokichi Hirono is currently Professor of Development Economics and Manpower Studies at Seikei University, Tokyo, Japan. During the last two decades he has served extensively with foreign and international organizations overseas.
