Es handelt sich um ein längerfristig angelegten Entwicklungs- und Veränderungsprozess von Organisationen und den in ihr tätigen Menschen (nach der Deutschen Gesellschaft für Organisationsentwicklung GOF 1980). Dieser Prozess stützt sich dabei auf das Lernen aller Betroffenen durch direkte Mitwirkung und praktische Erfahrung von involvierten Menschen, dieses bezieht sich auf die Mitarbeiter die in der Organisation arbeiten und die Veränderungsprozesse direkt umsetzen können. Effektivität und Humanität werden in den Vordergrund gestellt.
