About the author

Saundra Reinke is an associate professor and director of the M.P.A. program in the Department of Political Science at Augusta State University. She earned her D.P.A from the University of Alabama. She has authored seven articles in peer-reviewed journals, two case studies, several book reviews, and three book chapters. She introduced service-learning into the M.P.A. curriculum and has directed her students in a total of fifteen service-learning projects, benefiting twelve different government and nonprofit agencies in the Central Savannah River Area. She was ordained a deacon in the Episcopal Church in 2003, and her ministry focus is Epiphany, a program to reach incarcerated youth.

Charldean Newell is regents professor emerita of public administration at the University of North Texas, where her teaching, research, and numerous publications focused on local government management and Texas politics. She held four administrative positions. A fellow of the National Academy of Public Administration and an honorary member of ICMA, Newell serves on the Credentialing Advisory Board and teaches in the Emerging Leaders Program. She has chaired a charter revision committee, the Fire and Police Civil Service Board, and the Public Utilities Board in her community and served on the city council ethics committee.
