Ihm waren zahlreiche währungspolitische Versuche vorangegangen, die seit den 1950er Jahren fortschreitende politische Integration monetär zu ergänzen. Die heutige Währungsunion stellt nicht das Ende dieser Entwicklung dar. Solange die Mitgliedsländer keine stabilitätsorientierte Wirtschaftspolitik betreiben, die europäischen Kapitalmärkte fragmentiert sind und wichtige EU-Mitglieder auf den Euro verzichten, bleibt das historische Projekt unvollendet.
