Paul Guyer es ingeniero civil registrado, ingeniero mecánico, ingeniero de protección contra incendios y arquitecto con 35 años de experiencia diseñando edificios e infraestructura relacionada. Durante 9 años adicionales fue asesor principal del personal de la Legislatura de California en asuntos de infraestructura y gastos de capital. Se graduó de la Universidad de Stanford y ha ocupado numerosas oficinas nacionales, estatales y locales con la Sociedad Americana de Ingenieros Civiles, el Instituto de Ingeniería Arquitectónica y la Sociedad Nacional de Ingenieros Profesionales. Es miembro de ASCE, AEI y CABE (Reino Unido).
