「代客駕車」服務是因應民眾飲酒後，無法自行駕駛車輛回家的需求，為降低酒駕肇事的選項之一。為確保民眾及代駕業者之間的權益，及生命財產安全，應建立完善的代駕管理制度。本研究比較各國實施「代客駕車」的案例，並赴日本及韓國實地考察「代客駕車」的管理制度、法制化過程、施作方式、相關配套措施與實施成效。為瞭解國內道路交通環境、現有之「代客駕車」的市場需求及運作機制與問題，本研究透過舉辦多次產、官、學與專家座談會，吸收各界意見，以提出不同強度之管理方案。包括代客駕車服務業定型化契約應記載及不得記載事項草案、「代客駕車服務業管理辦法」草案等，可提供主管機關做為法令修訂及道安政策推動之參據。
