全球地緣政治議題升溫及疫後加快數位轉型趨勢，各國政府亦紛紛將資安政策提升至國家安全戰略等級，包括定義及推動國家關鍵基礎設施領域資安、成立內閣層級跨部會國家資安推動組織、主管機關與科研機構等相關工作。臺灣政府於去（2022）年8 月成立了整合資安等數位政策事權業務，專責推展國家數位經濟與促進資通安全主管機關數位發展部及於2023 年1 月成立了其所轄屬的資安專責科研機關資通安全研究院。
本研究期透過主題探究，包含觀測全球資安發展趨勢與關注議題、國際主要資安國家如美國、英國和以色列的資安政策及其資安運作體系，包含國家重要資安部門和科研機構，聚焦研析主要國家政策及重點組織部門的推動重點工作和科研發展領域，同時將盤點臺灣政府在近兩年間對我國資安戰略的新布局以及國內資安科研能量如業界和學研機構在資安專利、論文、科技計畫及技術領域的佈局態勢，進而剖析主要資安國家及我國在資安政策、組織、產業及科研等面向之發展重點、特色與優劣勢，進而研提國際資安主要國家作法對我國之啟示與建議，以作為我國資安運作體系之相關主管機關決策者之參考。
