北伐時期（1926-1928）是中國現代史上政治社會變動劇烈又複雜的階段。軍事的神速進展之外，1923年孫中山推動聯俄容共政策（第一次國共合作）帶來新政治模式，到1927年國共分裂，因為黨派關係的紛擾，牽涉到政治權力的重分配，新式「党國」模式的實驗，呈現的是與傳統截然不同的政治運作機制。長期以來，不同立場的歷史學者，各從有限的資料中捕捉自己需要的材料，往往使歷史事實呈現不同的詮釋與面貌，厘清歷史最好的辦法是提供原始檔案，從文獻中重探歷史真相。
本書收錄1926年10月于廣州召開之中國國民黨中央及各省區代表聯席會議會議紀錄，綜合紀錄原稿版及整理版的資料匯成，其中仍不乏1926年各地黨務報告與各部群眾運動報告。一方面可以見到時局變動中，不同黨派合作下的國民革命運動；另一方面，會議紀錄提示的宣言與政綱，也可以看到一個建國工程（state-building）的構想與模式正在形成之中。這本聯席會議紀錄之歷史意義與價值，正在於此。
