軌道系統建設成本甚鉅，所以需要有系統的進行容量分析與可靠度研究，方能在較經濟的條件下提供符合預期服務品質的運能。過去交通部運輸研究所針對傳統鐵路系統，發展了單一區段軌道容量分析模式與可靠度分析模式，但該模式未考慮相鄰區段之影響，因此「軌道系統容量與可靠度分析研究」要進一步研究連續區段下的軌道容量分析與可靠度分析。 本研究為此三年研究計畫的第一年，主要工作為分析臺鐵列車延滯情況，以瞭解其延滯時空分佈情形與延滯原因風險，並提出可靠度改善建議。此外，考慮列車之間的干擾以及追越行為，發展連續區段軌道容量分析模式，可作為未來臺鐵評估軌道容量的分析工具。
