公路工程於規劃設計與管理策略研擬階段，可藉由視覺化之微觀模擬軟體，輔助交通工程分析人員評估道路配置對於車流運作效率之影響，事先提出因應對策，減少實施錯誤之發生。本研究以道路橫斷面設計之車流運作績效評估以及道路設施設計中之交通島、緣石與標誌、標線、號誌等細部事項為範圍，篩選國外知名之微觀車流模擬軟體，選擇最適合國內交通環境之VISSIM予以推廣。並以具有多樣且複雜之路型佈設之中港路沿線，透過調查資料蒐集及路網構建，進行軟體參數校估及結果驗證，結果顯示模擬不僅可評估改善區域，更可瞭解整體路網變化。此外，本研究針對國內交通特性，建立一套適當且有效率之VISSIM標準作業程序，提供未來交通工程人員使用之參考。
