觀光遊憩區在周休及連續假期時都充滿著人潮與車潮，連帶造成鄰近道路服務水準明顯不足，降低旅遊品質，故需就觀光遊憩區之路網容量進行分析並評估改善策略之可行性。智慧型運輸系統(ITS)技術的持續提昇以及國內有限之道路面積，使先進交通管理手段成為紓解特定區域交通壅塞狀況之有效短期方案；惟策略之執行與推動事前系統建置或對事後用路人影響甚鉅，因而須透過實驗室模擬平台進行事前評估，以作為策略調整或後續應用之依據。因此，本計畫擇一觀光遊憩區實際進行路網需求分析，並利用模擬實驗平台進行ITS管理策略之評估，以確保其方案可有效改善觀光遊憩區之行車品質。研究內容包含： (1)國內外文獻回顧 (2)國內觀光遊憩區發展現況分析 (3)觀光遊憩區ITS需求分析及策略規劃 (4)觀光遊憩區ITS策略績效評估方式研擬 (5)觀光遊憩區ITS後續推動方式規劃 (6)擇一觀光遊憩區進行模擬實驗平台規劃與試作
