自從2011年美國前國務卿希拉蕊克林頓（Hillary Clinton）在夏威夷發表美國的太平洋世紀一文以來，華盛頓採取亞太再平衡戰略，重新思考亞洲太平洋未來的發展，尤其是中國的崛起，勢必成為美國國家安全主要威脅來源與因應之重點。2017年川普（Donald Trump）繼任歐巴馬（Barack Obama）為第40任美國總統，同年12月公布其任內第一份國家安全戰略報告，直接點出美國的全球戰略重心開始在於印太區域:從美國西海岸到印度西海岸的區域，並藉此大旗:印太戰略，建立許多跨國合作機制，例如在經貿領域的多國合作構想，或是在資訊科技方面，提出清潔網路與藍點計畫的倡議，以及印太軍事戰略構想。
