Its a CLOSE approximation of a useful app. Its basically an online storage for *some* PDF manuals for cars, but the database itself is very very limited. I did an easy search, just for Subaru manuals, and it doesnt have anything but a handful of specific, small segments for things like drivetrains or electrical diagrams for 3 cars made by subaru. (no narrowing down by year mind you, just... every crosstrek or WRX manual ever, but only 4 of them). Cool idea, very poorly executed. needs work.
