IP Relay, provided by T-Mobile for Android devices, is a no cost internet-based telecommunications Mobile app for people who are Deaf, Hard of Hearing, DeafBlind, or who have a Speech Disability who can make and receive relay calls and communicate using text on Android™-powered devices running Android 6.0 or higher, including Android™-powered tablets. IP Relay app is also available on wireless networks. Connect with a qualified relay operator via IP Relay. Features include integrated contact list, call history, and access to live customer care. Available only in USA and US territories. International calls will either be blocked or terminated. Registration is required to use this app. If no data plan service selected, casual data charges may apply. Learn more at t-mobile.com/IPRelay. Although IP Relay can be used for emergency calling, such emergency calling may not function the same as traditional 911/E911 services. You can tell this app was not thoroughly tested for quality and a good user experience, and for some reason, even though it's been out now for years, it still has obvious flaws that make it unusable. I have to tell people I can't receive calls, only make them, because the incoming call notification is unreliable. 90% of the time I open the app from the notification I just received and the call is already ended. It also doesn't auto scroll down when new text is received, unlike the website.

This TTY service doesn't work well at all, though unfortunately this is pretty much my only option to make phone calls. The vast majority of the operators type pretty slow and misspell a lot of words, and this app doesn't allow for HCO (which would benefit those that can hear). Additionally, most of the operators don't tell you the menu options when you call a business, and there have been multiple instances where an operator has disconnected my call because I was waiting on hold for too long.

Missing important calls due to poor notification and background apps closing! This T-Mobile IP-Relay app does not have a notification looping option (continuously vibrating in the phone). It vibrates by just one time. That is not enough for me to attend! Tell the developer to update that app ASAP! Another problem is that any caller who hangs up on me, because of any IP-RELAY servant who does not tell the caller to wait until the call gets connected and, while I do typing prior to respond.
