一窺國民黨「以黨領政」的黨國體制確立之初，地方組織的職權與運作方式
「中央政治會議」是1924年國民黨改組時期的產物。改組前，國民黨的組織采總理制，孫中山是不二的黨魁；改組後取委員制，仿俄共中央政治局的模式，建立一個核心、人少的中政會，以為運作靈活的決策中樞。
1926年，國民黨中全會通過〈政治委員會組織條例〉，同意在重要地方可設立地方分會。1928年，決定設置廣州、武漢、開封、太原四個政治分會，由李濟深、李宗仁、馮玉祥、閻錫山分任主席。中政會是國民黨中央執行委員會特設的政治指導機關，其決議由中執會交國民政府執行，地方分會則秉承中政會的決定，在特定地區內有指導、監督該地最高政府之權力。這些地方分會常隨政治變動而變動，中政會則持續運作，直至1940年代才告一段落。
