嗣德皇帝去世後，各派爭奪皇位，局勢更加惡化。結果，投降派獲勝。8月25日，在順化初步簽訂了條約，越南政府同意法國擁有對越南的保護權。但是，反對殖民者的武裝鬥爭並沒有停止，許多地區又重新爆發了游擊運動，越軍的一些正規部隊也沒有放下武器。北坊愛國者的實力特別強大。法國被迫將遠征軍增至1.7萬人。即使如此，直到1884年夏，它才把主要基地的抵抗運動鎮壓下去。6月6日，越法在順化簽訂了保護條約。
從此，越南南坊各省淪為法國殖民地，中坊各省獲得了被保護國地位，虛有其名地保留了越皇政權。北坊的主權形式上仍歸越皇所有，但與安南不同，北坊由法國官員管轄。保護條約使法國完成了把越南變為殖民地的法律程序，但當地人民的武裝反抗卻一直持續到20世紀初。
