閻錫山是山西省五台縣人，1901年入山西武備學堂學習。1904年赴日本，在日本陸軍士官學校就讀，回國後曾加入在軍人中成立的鐵血丈夫團，任山西新軍標統。辛亥革命爆發不久，閻錫山參加太原新軍起義，被推為山西都督。軍閥混戰，閻錫山以山西為根據地，不斷擴展自己的實力，曾任國民革命軍陸海空軍副總司令兼山西省政府主席，人稱山西的「土皇帝」。閻錫山日夜關注日軍進攻山西，他認為，要保衛山西腹地，就必須憑藉長城一線山地的有利地形，這些地形上的既設陣地，能阻止日本軍隊的進攻。為此，閻錫山決定調整部署，把第6集團軍的3個軍和第7集團軍的4個軍分別部署到平型關、茹越口、雁門關一線，並要求八路軍先頭部隊迅速前進至晉東北地區，協同第6軍和第7軍的部隊堅守長城防線。
