Întrucât Statul, ca sistem de management al Țării, trebuie să fie expresia de voință a Țării, dar să aibă și, cel puțin, acordul Națiunii, restructurarea Statului trebuie pornită ținând cont de drepturile, valorile și simbolurile Țării și ale Națiunii. Se impune așadar ca, premergător unei Constituții, să fie elaborată o lucrare, cu caracter fundamental pentru Țară și Națiune, lucrare pe care am numit-o Codexul românesc.

În contextul alegerilor prezidențiale din anul 2019, unde tema schimbării Constituției României a fost un subiect îndrăgit de mai mulți candidați la funcția supremă în conducerea Statului, această lucrarea aduce mult așteptatele explicații clare, concise și robuste asupra identității și necesități unei noi Legi Fundamentale.
